截至目前,“中国洋浦港”登记在册船舶88艘,总运力达823.26万载重吨,登记数量及总运力持续领跑全国自贸区(港)。
On March 27, the international vessel "Yu Neng Jiao Long" successfully completed registration, and the fleet size of "China Yangpu Port" continues to expand; on the same day, the Hainan International Ship Registration Administration, in conjunction with the Danzhou City Human Resources and Social Security Bureau, officially established the joint collaboration mechanism for maritime labor compliance of vessels registered under "China Yangpu Port," and simultaneously released the "China Yangpu Port" Vessel Crew Labor Contract Template. The dual-wheel drive injects strong momentum into building "China Yangpu Port" into a world-class ship registration port.
It is reported that the "China Yangpu Port" registered ships maritime labor compliance joint collaboration mechanism, through integrating ship operation-related government service items, promoting cross-departmental synchronous approval, and conducting pre-material pre-review, has implemented a series of innovative measures to iteratively upgrade the international ship registration "one-stop service" information sharing platform. This continuously broadens the coverage of approval information, enhances approval efficiency, and achieves ship operation-related approvals "same-day application, same-day completion," significantly reducing approval time limits and lowering institutional transaction costs for enterprises, making business operations more worry-free and efficient, and continuously optimizing the business environment of "China Yangpu Port."
At the same time, to solidify the talent foundation for the high-quality development of the shipping industry, maritime and human resources departments are working together to build a full-chain work mechanism covering performance collaboration, rights protection, and information sharing. The newly released standardized labor contract template strictly aligns with relevant domestic and international regulations and standards, clearly stipulating key aspects such as seafarers' salaries, social security, leave, and work injury compensation. This not only provides a clear basis for seafarers to protect their rights but also helps enterprises avoid legal risks in employment, regulating industry employment practices from the source, effectively safeguarding the legitimate rights and interests of seafarers, and laying a solid talent foundation for the healthy development of the "China Yangpu Port" shipping industry.
The head of the Hainan International Ship Registration Administration stated that, standing at the new starting point of one hundred days since the closure, they will continue to deepen institutional innovation, optimize service processes, and continuously improve the shipping service system and seafarer rights protection mechanism. They will make every effort to enhance the "China Yangpu Port" shipping brand, providing solid support for the high-standard construction of the Hainan Free Trade Port and accelerating the development of an international shipping hub.
