The Yangtze River Maritime Safety Administration has standardized the reporting and management of smart navigation functions for vessels, thereby promoting the safe and orderly development of intelligent ships along the Yangtze River mainline.
It was learned from the Yangtze River Maritime Bureau that, in order to adapt to the trend of intelligent transformation and development of inland shipping and systematically promote the safe and orderly development of intelligent ships on the Yangtze River trunk line, the bureau issued the "Notice on the Reporting Management of Intelligent Navigation Functions of Ships on the Yangtze River Trunk Line," which comprehensively regulates the reporting management of intelligent navigation functions of ships in its jurisdiction.
The notice clarifies that any ships navigating, anchoring, or operating within the jurisdiction of the Yangtze River Maritime Bureau, equipped with intelligent auxiliary navigation, autonomous navigation, or remote control functions, must report to the maritime management agency as required.
The reporting responsibility lies with the ship owner or ship operator. The materials required for reporting consist of five items: the application form for reporting intelligent navigation functions of ships on the Yangtze River trunk line, the technical specification of the intelligent navigation system, the intelligent system function test report, the risk assessment report, and the product certification proof (if any). Among them, the technical specification of the intelligent navigation system must include core content such as function classification, system composition, software version, and hardware list.
Regarding the reporting process, the reporter should submit the reporting materials to the ship supervision department of the maritime management agency at the ship's port of registry; if the port of registry is not within the jurisdiction of the Yangtze River Maritime Bureau, the ship must report to the maritime management agency at the first docking location within the jurisdiction. After receiving the materials, the maritime management agency will check the completeness of the reporting materials and submit them to the Yangtze River Maritime Bureau within 5 working days.
The notice makes clear requirements on the reporting deadline. For ships that have installed intelligent navigation function equipment, the reporter must complete the reporting by April 25, 2026; for ships that are planned to be newly built or retrofitted with intelligent navigation functions, reporting must be completed before project implementation.
The Yangtze River Maritime Bureau emphasizes that reporters should effectively fulfill their main responsibilities and be responsible for the authenticity, completeness, and validity of the reporting materials. Intelligent ship development units should cooperate in completing the reporting work. This measure will further promote the standardization and institutionalization of intelligent ship management on the Yangtze River trunk line.
