Dedicated windows accelerate the flow, comprehensive controls safeguard safety—Pudong Maritime Bureau precisely escorts the 9th CIIE.
The 9th China International Import Expo will be held from November 5 to November 10, 2026. Facing the concentrated arrival times of expo exhibits and the high time sensitivity of transportation, the Pudong Maritime Safety Administration focuses on convenient services and creating efficient customs clearance windows. They adhere to the principle of balancing prioritization of services with stringent supervision, guided by party leadership and coordinated government-enterprise collaboration. A series of practical measures have been introduced, continuously enhancing the sense of achievement among shipping companies and vessel operators.

Based on the experience of safeguarding services from the previous eight expos, Pudong Maritime Safety Administration carried out early planning and actions in preparation for the 9th Expo, adapting to its operational needs. On October 8, they established a dedicated service window for import expo services to provide high-quality targeted assistance. The service window manages all matters related to exhibit transportation under one-stop acceptance with internal processing, avoiding companies running back and forth among different administrative offices. First, a "green channel" for exhibit transportation has been opened. Considering the strong time sensitivity of exhibit transportation, all related materials for ships carrying exhibits are centralized at this window and handled by dedicated personnel to ensure priority acceptance, priority review, and priority processing. The standard of approval is maintained without compromise, the service pace is kept smooth, and exhibit transportation is efficient. Second, the scope of policy services was pushed forward. The service window provides tailored responses to inquiries from companies and crew, proactively addressing concerns about customs clearance processes, reporting requirements, and control measures, collecting requests in advance, providing policy briefings before reporting, and resolving issues before ships arrive at port. As of November 4, the service window had served companies and ships more than 90 times.
Efficient customs clearance is inseparable from a secure foundation. While providing services with full dedication, Pudong Maritime Safety Administration further enhanced the safety oversight of hazardous cargo transport within its jurisdiction during the 9th Import Expo. In accordance with laws and regulations, it strictly standardized the processing procedures for waterborne and underwater operational activities, port safety operation filings, and hazardous cargo declarations. Review efforts were intensified, with all declaration materials checked item by item to ensure no blind spots. For incomplete and non-standard declarations, corrective guidance was promptly provided. Additionally, coordination with on-site enforcement forces in the water areas was strengthened to ensure effective linkage between approval reviews and field inspections, safeguarding safety throughout the operation process. Recently, five cases of violations by hazardous cargo declaration agents were recorded, with points deducted accordingly. Strict reviews helped uphold the safety baseline, while stringent standards and practical measures ensured every approval checkpoint was handled effectively, achieving a balance between 'fast customs clearance' and 'secured safety,' thus providing reliable security support for efficient customs clearance.
While simultaneously advancing administrative services and safety oversight, Pudong Maritime Safety Administration places emphasis on listening to industry voices. Recently, they conducted business exchanges and on-site research with multiple enterprises in their jurisdiction. Through shared theoretical learning, collaborative discussion of safeguarding measures, and on-site research of exhibit unpacking operations, the administration gained insight into the challenging and obstructive issues encountered by companies during sea transport of expo exhibits. Based on these findings, they provided targeted professional advice and suggested maritime services that could be offered. These efforts aim to deepen collaboration between government and enterprises in business alignment and safety management, effectively breaking communication barriers and uniting industry strength.
Moving forward, Pudong Maritime Safety Administration will continue to focus on the core tasks of safeguarding service for the Import Expo. They will closely monitor critical aspects such as cargo safety, seamless port operations, and convenient public services, consolidating and enhancing achievements in maritime customs clearance services for the expo. By implementing precise supervision to build a solid defense line and delivering high-quality services to escort the expo, they aim to contribute maritime efforts to the successful hosting of the 9th China International Import Expo with higher standards and a more dedicated approach.
