The "Action Plan for Accelerating the Cultivation of Leading Transportation Logistics Enterprises to Enhance Service Guarantee Capability of the Industrial Chain and Supply Chain" (hereinafter referred to as the "Action Plan") recently jointly issued by 8 departments, proposes that by 2030, efforts will be made to create about 100 comprehensive logistics integrators and cultivate more than 10 leading transportation logistics enterprises with global influence and international competitiveness, significantly improving the quality and efficiency of transportation logistics operations and safety resilience levels.

Accelerate the scale and network development of transportation logistics enterprises
The "Action Plan" proposes to guide and support enterprises to strengthen the layout of key channel hubs and service node settings, accelerating scale and network development.
"Currently, the quality of transportation logistics supply is not high, and the 'small, scattered, weak' status of traditional transportation logistics enterprises is one of the constraints." A relevant official from the Transportation Services Department of the Ministry of Transport said that most transportation logistics enterprises are mainly concentrated in single-field service links such as transportation and freight station operations, lacking efficient integration of logistics resources across the entire chain such as transportation, warehousing, and distribution, as well as comprehensive integration capabilities for cross-regional, integrated, and networked operations. To accelerate industry transformation and upgrading and better assist economic development, it is imperative to cultivate a batch of leading enterprises to promote industry scale and network development.
Currently, the SF Western Air Cargo Hub located on the west side of Shuangliu Aviation Hub Avenue in Chengdu, Sichuan, is rushing to complete equipment upgrades and debugging. It is expected that after full operation this year, goods from across the country and even globally will be concentrated here, with planes connected to sorting lines, achieving seamless land-air connection, and quickly transferred to various places via public rail air transport capacity.
This is SF's fourth regional international air cargo transfer center in China, following Beijing, Hangzhou, Zhejiang, and Shenzhen, Guangdong. A relevant SF official said they look forward to continuous policy refinement to remove obstacles in hub layout and cross-regional linkage, facilitating economic circulation with an efficient logistics network.
According to the "Action Plan," the Ministry of Transport will further guide and support enterprises to strengthen the layout of key channel hubs and service networks. Enterprises are encouraged to accelerate scale and network development through alliance cooperation, mergers and acquisitions, and shared network resources.
In the freight industry, the support of digital intelligence allows precise matching of people, vehicles, goods, and roads, effectively helping to reduce costs and increase efficiency. "Currently, our intelligent system can handle the instant allocation problem between millions of daily orders and hundreds of thousands of drivers." Wang Gong, head of the market at Huolala, said they look forward to policy support for the growth and expansion of network freight platforms, empowering industrial development with stronger digital intelligence capabilities.
It is reported that the Ministry of Transport will support enterprises to accelerate the integrated application of new-generation information technologies such as big data, the Internet of Things, and artificial intelligence. It will promote the integration and connection of transportation logistics enterprise information systems with upstream and downstream enterprise resource planning systems, warehouse management systems, order management systems, etc., jointly promoting digital intelligence collaborative development.
Support enterprises to take the lead in breakthrough innovation scenarios in multimodal transport
The "Action Plan" clearly encourages the formation of multimodal transport development alliances, supporting various transportation logistics enterprises to carry out cross-mode resource integration, promoting seamless connection between different transportation modes.
Multimodal transport is an important tool for optimizing transportation structure and reducing logistics costs. Taking rail-water transport as an example, during the "14th Five-Year Plan" period, the annual growth rate of container rail-water transport volume at ports in China is about 15%. "Currently, the development of multimodal transport in China still faces challenges such as unsmooth information connectivity across transportation modes and inconsistent rules and standards." A relevant official from the Transportation Services Department of the Ministry of Transport said.
The "Action Plan" proposes "encouraging the formation of multimodal transport development alliances," supporting enterprises to achieve breakthroughs in key directions and innovation scenarios such as "single document system" and "single container system" in multimodal transport. This will promote the transformation of transportation logistics services from single transportation mode, "station-to-station" service to integrated "door-to-door" and "end-to-end" service, guiding transportation logistics enterprises to continuously strengthen cross-mode, cross-regional full-chain resource integration and integrated operation capabilities, extending the logistics chain with the transportation chain and innovating the supply chain.
Efforts in multimodal transport, various regions and enterprises are actively exploring.
Looking at inland waterway shipping, the Yangtze River Maritime Bureau promotes cross-regional collaboration, implementing "one-time declaration, single container throughout, mutual recognition of results" for the "new three items" of goods loaded at Yangtze River ports and transshipped for export via coastal hub ports. Taking cooperation with the Shanghai Maritime Bureau as an example, since the implementation of the "single container system" mode for water-water transshipment last September, the number of transshipment vessels and export container volume have significantly increased year-on-year, and the logistics chain has become notably smoother.
Currently, a high-efficiency multimodal transport logistics network has been basically constructed with the Yangtze River trunk line as the main axis, driving major tributaries and radiating major ports in coastal areas such as Shanghai, Fujian, Guangdong, and Guangxi, reducing transportation costs for enterprises by over one billion yuan annually.
Looking at coastal ports, on January 27, Qingdao Customs' new multimodal transport supervision mode was officially implemented. Enterprises only need to submit a "multimodal transport application form" to customs to quickly complete the conversion between sea and rail transport, achieving "zero waiting" for cargo transshipment, and reducing customs clearance time by 50%.
"Multimodal transport has become a basic requirement for enhancing port integrated service capabilities." A relevant official from Shandong Port Qingdao Port Group said that the next step is to build a "port + railway + shipping + industry" land-sea coordinated cooperation platform, strengthening coordination among various links, optimizing logistics node connections, and promoting smooth domestic and international dual circulation.
Deepen the integration development of transportation logistics and industry
According to the "Action Plan," the next step is to promote transportation logistics enterprises to establish close cooperative relationships with production manufacturing, commercial circulation, and other enterprises, deepening the integration development of transportation logistics and industry.
Promoting deep integration of transportation logistics and industry can not only enhance the efficiency of cargo circulation but also better reduce logistics costs for the entire society, "slimming and strengthening" the real economy. "Overall, currently, the depth of involvement of transportation logistics enterprises in the industrial chain and supply chain is insufficient, and the degree of resource sharing and business integration is relatively low." A relevant official from the Transportation Services Department of the Ministry of Transport said that to reduce logistics costs and enhance industrial core competitiveness, it is necessary to promote deep integration of transportation logistics and industry.
The "Action Plan" proposes to build a cooperation and supply-demand docking platform for upstream and downstream business of the supply chain, supporting transportation logistics enterprises to participate in the "hundred fields and ten thousand enterprises" integration and docking activities of large, medium, and small enterprises. It guides transportation logistics enterprises to establish long-term strategic cooperative relationships with key material cargo owner enterprises and production manufacturing enterprises, implementing "group overseas expansion."
This means that in the future, transportation logistics enterprises will unite as one with manufacturing enterprises, collaboratively optimizing supply chain processes and operational organization, providing more smooth supply chain services to assist the real economy in improving quality, reducing costs, and increasing efficiency.
China Logistics Group and XCMG Group jointly established Zhongwu (Xuzhou) Logistics Co., Ltd., which is a practice of production and transportation integration. By undertaking the inbound logistics business of over 600 customers within the XCMG system, it completed a transportation volume of 1.55 million tons in half a year, with a throughput value exceeding 130 billion yuan, effectively ensuring the precise supply of materials for XCMG's main engine plants.
"The 'Action Plan' provides important benefits for logistics enterprises to deeply embed in thousands of industries and achieve industrial chain and supply chain integration." A relevant official from China Logistics Group said that the Xuzhou Engineering Machinery Intelligent Industrial Park, with a total investment of over 700 million yuan this year, is accelerating construction, with the first phase to be delivered by the end of the year, aiming to build a green intelligent logistics hub.
It is understood that the Ministry of Transport will work with relevant departments to actively build a cooperation and supply-demand docking platform for upstream and downstream business of the supply chain, continuously tracking, understanding, and coordinating to solve the problems and policy blockages faced by enterprise development, assisting enterprises in accelerating innovative development.
