Tianjin’s “TIR Cold Chain” frozen-food import operation has been launched.
Recently, a specialized international road transport cold chain vehicle carrying 21 tons of imported frozen chicken feet completed inspection and customs clearance at the cold chain base of Tianjin Port International Logistics Development Co., Ltd. (referred to as "International Logistics Company"), marking the successful implementation of the first frozen goods import business at Tianjin Port using the "TIR + Cold Chain" model.
It is understood that the TIR system is an international cross-border cargo transport customs clearance system established under the "International Road Transport Convention," known as the "global customs passport" for cargo transport. This system allows vehicles displaying the TIR sign to pass between countries that also implement the convention, generally without requiring container inspections during transit. It enables "one-time declaration, direct certification, and uninterrupted transport." The transport vehicle for this shipment departed from Russia, entered China via the Manzhouli port, and arrived directly in Tianjin without opening containers or reloading, avoiding delays caused by repeated handling. Compared to rail transport, the transit time is shortened by approximately 7 days, and compared to sea transport, it saves more than 14 days.
Additionally, to address the internal and external "temperature differences" during inspection and container opening, the cold chain base of the International Logistics Company relies on internationally advanced constant-temperature cold storage and specialized cold chain facilities to pre-adjust the inspection site temperature to match the container's internal temperature before the cold container arrives. This "zero temperature difference" seamless connection allows the cold container to be opened directly upon arrival, achieving true "inspection upon arrival." It also lays the foundation for subsequent "immediate inspection and release, immediate release and storage," effectively providing high-value fresh frozen goods with a perfectly tailored "preservation suit."
Currently, the International Logistics Company has obtained customs inspection qualifications for nine categories of goods, including imported grains, imported logs, imported fruits, imported furs, and imported meat, making it the most comprehensive and largest centralized inspection facility at Tianjin Port. The successful implementation of the "TIR + Cold Chain" model is of great significance for enhancing the comprehensive cold chain service capabilities of Tianjin Port.
