The Maritime Safety Administration of the Ministry of Transport has issued guidelines to promote the green and low-carbon transformation of the shipping industry.
Recently, the Maritime Safety Administration of the Ministry of Transport issued the "Opinions on Promoting Green and Low-Carbon Transformation and Development in Shipping" (referred to as "Opinions"), thoroughly implementing the decisions and arrangements of the Central Committee of the Communist Party of China and the State Council on accelerating the comprehensive green transformation of economic and social development. It earnestly implements the relevant work requirements of the Ministry of Transport regarding green and low-carbon development in the transportation sector, systematically deploying key tasks around strengthening the construction of policy and regulatory systems, promoting the green transformation of ships and transportation methods, enhancing industry collaboration and resource supply, and solidifying the safety baseline for green development, aiming to achieve new results in promoting green and low-carbon transformation and development in shipping, and providing strong support for the comprehensive green transformation of economic and social development.
The "Opinions" clarify that by 2030, a comprehensive system of technical specifications for new energy and clean energy ships, a safety supervision system, a crew training, examination, and certification management system, and a green fuel refueling safety standard system will be fully established. A shipping carbon emission monitoring, reporting, and verification system suitable for China's national conditions will be fully established. China's influence in the formulation of international maritime organization rules for reducing greenhouse gas emissions in shipping will be significantly enhanced. The carbon emission intensity of international navigation ships will decrease by more than 15% compared to 2025.
The "Opinions" systematically focus on four dimensions and deploy 12 key tasks. Focusing on strengthening the construction of policy and regulatory systems, it will continuously improve policy and regulatory support, establish a sound carbon emission management system, and participate in the formulation of international rules. Focusing on promoting the green transformation of ships and transportation methods, it will prioritize the renewal of old operational ships, support the application of new energy and clean energy, and enhance the efficiency of green transportation organization. Focusing on enhancing industry collaboration and resource supply, it will continuously promote the research and development of new power technology equipment, cultivate green shipping talents, and optimize maritime regulatory services. Focusing on solidifying the safety baseline for green development, it will further strengthen safety risk prevention and control, enhance full-chain regulatory collaboration, and improve emergency response capabilities.
With the orderly implementation of the tasks outlined in the "Opinions," the institutional foundation for China's green and low-carbon transformation and development in shipping will be further consolidated, industry support will continue to strengthen, regulatory services will become more precise, and safety guarantees will become more robust, providing solid support for accelerating the construction of a strong transportation nation and promoting green and low-carbon transformation in transportation.
