Taizhou Water "One-stop" Dispute Resolution Center Unveiled
Recently, the Taizhou Waterborne "One-Stop" Dispute Resolution Center was officially inaugurated. This center was jointly established by the Taizhou Maritime Safety Administration, the Ningbo Maritime Court Taizhou Tribunal, the Taizhou Arbitration Commission, and the Linhai Social Governance Center (Comprehensive Governance Center). It is an important practice in implementing the "Zhejiang Maritime Fengqiao" initiative and deepening the diversified dispute resolution mechanism in the maritime field. More than 20 representatives, including members of the Zhejiang Maritime Safety Administration, the four member units of the center, the president unit of the Seafarers Management Association, and mediators, attended the unveiling ceremony.

It is reported that the Taizhou Waterborne "One-Stop" Dispute Resolution Center focuses on addressing the challenges of resolving maritime disputes by integrating resources such as administrative mediation, judicial mediation, and arbitration mediation. It aims to provide "one-stop" dispute resolution services for local shipping companies, seafarers, and the public. After its establishment, the center will rely on a tripartite co-construction platform to achieve information sharing, procedural coordination, and mutual recognition of effectiveness, promoting a full-chain closed-loop process for maritime disputes, including "pre-litigation mediation, arbitration confirmation, and judicial protection." A dedicated window will be set up at the synchronized site to provide "one-window comprehensive services," shortening the time required to resolve conflicts and disputes. The center will also carry out risk warnings and legal education to guide parties to prioritize non-litigation methods for resolving disputes, thereby reducing the increase in litigation from the source.
The establishment of the Waterborne "One-Stop" Dispute Resolution Center is a concrete measure by the Taizhou Maritime Safety Administration to practice the development philosophy of "people-centered" and optimize the business environment. The center adheres to the principle of "prevention first, mediation prioritized," actively leveraging maritime expertise to promptly and locally resolve maritime and shipping-related disputes. It strives to achieve the goals of "minor issues resolved within the center, major issues resolved within the region, and conflicts not escalated," effectively safeguarding waterborne traffic safety and social stability in the jurisdiction, and creating a harmonious and stable legal environment for the high-quality development of Taizhou's marine economy.
