Liu Wei, Minister of Transport: Enhance the Modern Integrated Transport System and Focus on Implementation Around the “One Network, Four Modernizations” Framework

Minister of Transport Liu Wei stated in response to reporters' questions that during the "14th Five-Year Plan" period, China made breakthrough progress in the construction of a comprehensive transportation system, taking solid steps in building a strong transportation nation.
During the "14th Five-Year Plan" period, in terms of infrastructure, the main framework of the "6 Axes, 7 Corridors, 8 Channels" national comprehensive three-dimensional transportation network achieved a construction rate of over 90%; in terms of transportation services, the main indicators for passenger, freight, and postal services remained at the forefront globally; in terms of technical equipment, the level of modernization significantly improved. Discussing the transportation development during the "15th Five-Year Plan" period, Liu Wei introduced that the "15th Five-Year Plan" outline (draft) clearly defined six major projects for the construction of the national comprehensive three-dimensional transportation network in a special column. In terms of promoting implementation, the most important thing is to focus on implementing "One Network, Four Transformations."
Liu Wei further explained that "One Network" refers to accelerating the construction of a modern, high-quality national comprehensive three-dimensional transportation network. Specifically, on one hand, it involves optimizing the increment, pushing the main framework construction rate from 90% to over 95%; on the other hand, it involves improving the quality of the stock, promoting updates and intelligent transformation for transportation infrastructure with long service times, low construction standards, and poor safety resilience.
The "Four Transformations" are specifically reflected in four aspects: First, emphasizing integrated fusion. The focus is on strengthening deep integration across regions, modes, and fields, such as implementing urban circle intercity commuting efficiency improvement projects in travel and multi-modal transport breakthrough actions in logistics. Second, emphasizing safety enhancement. The focus is on addressing safety resilience shortcomings and improving the intrinsic safety level of transportation. During the "15th Five-Year Plan" period, the highway safety resilience enhancement project will be continuously implemented, and highway bridge safety operation improvement actions will be carried out to achieve dynamic clearance of dangerous bridges across the entire road network. Third, emphasizing intelligent upgrade. The focus is on deeply implementing the "Artificial Intelligence+" action and vigorously developing smart transportation. During the "15th Five-Year Plan" period, the large-scale application of typical scenarios such as "Artificial Intelligence+ Highway Inspection" will be fully promoted, and the development of smart highways, smart ports, and intelligent shipping will be vigorously advanced. Fourth, emphasizing green transformation. Transportation is a key area for carbon emissions, and during the "15th Five-Year Plan" period, zero-carbon transportation corridors and station construction will be promoted with carbon peak and carbon neutrality as the guide, and the application of new energy vehicles and ships and other clean energy transportation equipment will be vigorously promoted.
