This report, Beijing, April 21 (Reporter Han Xin) — The Maritime Safety Administration of the Ministry of Transport recently released the "Guidelines for Shipping Companies to Implement Safety Production Main Responsibilities (Version 1.0)" along with six supporting work directives, initially establishing a "1+6" safety management system framework for shipping companies, laying a solid foundation for the safe development of China's shipping industry.
The guidelines cover the entire process, all elements, and all positions of safety production in shipping companies: focusing on deepening the dual prevention mechanism of risk classification control and hazard investigation and management, guiding companies to establish a normalized risk prevention and resolution mechanism, and aiming to curb typical accidents such as collisions between commercial and fishing vessels; emphasizing enhanced safety management during key periods, guiding companies to standardize the hierarchical control of major hazard sources, and achieving precise prevention of major risks such as passenger ship capsizing in severe weather; centering on improving the intrinsic safety level of ships, guiding companies to strengthen hardware guarantees in aspects such as new construction, updates, and technological applications; focusing on enhancing the performance capabilities of ship and shore personnel, guiding companies to strengthen crew team building, standardize performance behaviors, and reinforce education, training, and assessment evaluations.
