The Beijing 15th Five-Year Plan Outline proposes continuously enhancing the level of integration in the transportation and ecological sectors.
Recently, the "Outline of the 15th Five-Year Plan for National Economic and Social Development of Beijing" (referred to as the "Outline") was officially issued.
The "Outline" proposes to continuously enhance the integration level in transportation and ecological fields, focus on addressing shortcomings in public services, and make greater efforts to improve regional well-being.
Regarding the improvement of the rapid transportation network system, the "Outline" proposes to consolidate and enhance the "Beijing-Tianjin-Hebei on the rails," build a multi-level rail transit network, advance the construction of the second phase of the intercity railway connection line project, strengthen the functions of comprehensive transportation hubs such as Beijing Tongzhou Station, and accelerate the improvement of the capital's radial rapid transit capacity. It aims to weave a regional trunk road network, construct the Jingde Expressway, expand and renovate the main lines of expressways such as Jinghu, Jinggang'ao, and Jingxin, achieving full coverage of trunk road networks at regional urban nodes. It also explores the establishment of a unified intelligent traffic management platform, optimizes the layout of the capital's railway transit freight functions, accelerates the construction of the capital's freight ring line and the relocation of marshalling yards, promotes the full connectivity of the capital ring expressway, and speeds up the relocation of road freight functions.
In terms of opening up external channels, the "Outline" specifies the creation of a world-class airport cluster in Beijing-Tianjin-Hebei, strengthening the coordination and collaboration of "three regions and four airports," improving the linkage level between airport clusters and port clusters, promoting the implementation of Beijing-Tianjin time slot resource allocation, enhancing the intercontinental connectivity and global reach of Beijing's international aviation hub, and building an international comprehensive transportation hub. It aims to promote efficient connections between highways, railways, shipping, and air transport, explore blockchain application scenarios, and jointly create key nodes in the global logistics network.
Anchoring the goal of "focusing on expanding domestic demand and actively serving and integrating into the new development pattern," the "Outline" proposes to vigorously boost consumption, expand effective investment, improve the modern logistics system, and serve the construction of a unified national market.
Regarding the expansion of effective investment, the "Outline" proposes to stabilize infrastructure investment, implement a series of major projects such as expressways, rail transit, suburban railways, energy facilities, water resource security, and disaster prevention and mitigation capacity enhancement, strengthen investment in new infrastructure, and continuously optimize and improve existing infrastructure guided by people's direct experiences, maintaining the proportion of infrastructure investment at over 20%.
Regarding the improvement of the modern logistics system, the "Outline" specifies the need to smooth and enhance efficient logistics channels, promote multimodal transport involving rail, road, and air, build multimodal transport demonstration projects, improve the "one-box system" service framework, expand the "one-ticket system" service functions, and promote the transportation model of bulk goods using "rail-to-road + new energy vehicles." It aims to improve the quality of sea-rail intermodal train operations, enhance logistics infrastructure, strengthen the planning, construction, and operational management of logistics bases, accelerate the construction of logistics nodes, improve the logistics system's ability to switch between normal and emergency modes, and expedite the establishment of a modern cold chain logistics system. It also seeks to promote logistics transformation and upgrading, develop "artificial intelligence + modern logistics," support the digital and intelligent transformation of parks and enterprises across the entire chain, accelerate the supply of high-standard warehouses and intelligent three-dimensional storage facilities, and vigorously promote intelligent facilities and equipment such as unmanned warehousing, unmanned loading and unloading, and intelligent transfer. Additionally, it aims to foster and grow leading logistics enterprises and create a batch of well-known domestic and international logistics service brands.
