Beijing, March 9 (Xinhua) — The fourth session of the 14th National People's Congress held its second plenary meeting on the morning of the 9th at the Great Hall of the People in Beijing, to hear and review the work reports of the Standing Committee of the National People's Congress, the Supreme People's Court, and the Supreme People's Procuratorate, and to review the report on the situation of legal cleanup work and the handling opinions on relevant laws and decisions by the Standing Committee of the National People's Congress.

Entrusted by the Standing Committee of the National People's Congress, Chairman Zhao Leji reported to the congress on the work of the Standing Committee. Zhao Leji pointed out in the report that 2025 is an extraordinary year. Over the past year, under the strong leadership of the Party Central Committee with Comrade Xi Jinping at its core, the Standing Committee of the National People's Congress has adhered to Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as a guide, fully implemented the spirit of the 20th National Congress of the Communist Party of China and its plenary sessions, studied and implemented Xi Jinping's thought on the rule of law, and Xi Jinping's important thoughts on upholding and improving the system of people's congresses. It focused on building a more complete socialist rule of law system with Chinese characteristics and building a higher-level socialist rule of law country, closely surrounding the construction of Chinese-style modernization to perform duties according to law and take responsibility, achieving new progress and results in various aspects of work. First, strengthen the implementation and supervision of the Constitution, maintaining the unity of national rule of law. The Standing Committee reviewed the draft law on promoting ethnic unity and progress twice and submitted it to this congress for review, laying a legal foundation for consolidating the consciousness of the Chinese national community. Establish Taiwan Recovery Day to strengthen the shared national historical memory of compatriots on both sides of the Taiwan Strait. Improve the quality of constitutional review and filing review work, promoting the spirit of the Constitution and the spirit of socialist rule of law. Second, strengthen legislative work, serving and ensuring reform and development with high-quality legislation. Coordinating legislation, amendment, repeal, interpretation, and compilation, a total of 40 draft laws, legal interpretations, and decisions were reviewed over the past year, with 24 of them passed, including the formulation of 6 laws and the amendment of 14 laws. Third, fulfill supervisory duties, fully playing the important role of NPC supervision in the Party and state supervision system. A total of 22 reports on supervisory work were heard and reviewed, the implementation of 5 laws was inspected, 2 special inquiries and 11 special investigations were organized, and 1 resolution was made. Fourth, deepen and expand representative work, better playing the role of NPC deputies. Fully implement the newly revised Representative Law, continuously strengthen the capacity building of representative work, relying closely on representatives to do all work well, supporting and ensuring deputies perform their duties according to law. Fifth, leverage the advantages of NPC's foreign exchanges, actively serving the overall situation of national diplomacy. Sixth, comprehensively strengthen self-construction, continuously improving the ability and level of performing duties according to law.

In the report, Zhao Leji pointed out that we are soberly aware that there are still some gaps and deficiencies in our work, and we will humbly listen to the opinions and suggestions of deputies and all parties, consciously accept the supervision of the people, and continuously strengthen and improve our work.

In the report, Zhao Leji pointed out that 2026 is the first year of the "15th Five-Year Plan". The Standing Committee of the National People's Congress must, under the strong leadership of the Party Central Committee with Comrade Xi Jinping at its core, deeply understand the decisive significance of the "two establishments", enhance the "four consciousnesses", strengthen the "four confidences", achieve the "two safeguards", adhere to the organic unity of the Party's leadership, the people being the masters of the country, and the rule of law, develop whole-process people's democracy, adhere to, improve, and operate the system of people's congresses well, and seek progress while maintaining stability to promote high-quality development of NPC work, making due contributions to a good start of the "15th Five-Year Plan".

Zhao Leji deployed the tasks for the coming year in the report: promote the comprehensive implementation of the Constitution, improve the legal system related to the Constitution, fully play the core position and function of the Constitution in legislation; continuously improve the socialist legal system with Chinese characteristics, focusing on ensuring the implementation of the "15th Five-Year Plan", strengthening legislation in key areas, emerging fields, and foreign-related fields, striving to improve the quality of legislation; further enhance the pertinence and effectiveness of supervisory work, promote the resolution of prominent contradictions and problems restricting economic and social development, and advance the rule of law in all aspects of work; serve and ensure deputies perform their duties according to law, support deputies in closely contacting the people, and better reflect public opinion and wisdom in proposals and speeches; actively carry out NPC's foreign exchanges, based on NPC's functions and responsibilities, strengthen exchanges and cooperation with foreign parliaments, international and regional parliamentary organizations; solidly promote the construction of the "four organs", improving the level of NPC work in the new era.

In the work report of the Supreme People's Court, President Zhang Jun pointed out that in 2025, under the strong leadership of the Party Central Committee with Comrade Xi Jinping at its core, the Supreme People's Court faithfully performed the duties conferred by the Constitution and laws, focusing on providing high-quality judicial services for the construction of Chinese-style modernization, achieving new progress in various work. The Supreme People's Court received 29,154 cases and concluded 31,958 cases, down 16.5% and 1.8% year-on-year, respectively. Courts at all levels nationwide accepted 37.486 million trial and enforcement cases, concluding and enforcing 36.2 million cases, up 10.8% and 8.9% year-on-year, respectively.

Focusing on upholding fairness and justice, Zhang Jun reviewed the work of 2025: ensuring high-level security with high-quality justice; serving high-quality development with high-quality justice; safeguarding high-quality life with high-quality justice; assisting high-level openness with high-quality justice; regulating the operation of judicial power; consciously accepting supervision from all sides.

Zhang Jun stated in the report that in 2026, the people's courts should adhere to Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as a guide, deeply implement Xi Jinping's thought on the rule of law, adhere to the centralized and unified leadership of the Party Central Committee, strengthen confidence in the rule of law, pay more attention to the coordination of rule of law with reform, development, and stability, pay more attention to ensuring and promoting social fairness and justice, strengthen trial work in the new era, and provide strong judicial services and guarantees for a good start of the "15th Five-Year Plan". Be loyal in performing duties, deeply and practically serve the overall situation and the people with justice; uphold integrity and innovation, improve the fair judicial system and mechanism; strictly manage and care, forge a strong new-era court iron army capable of taking on important tasks, unite hearts and efforts, work hard and take responsibility, making new and greater contributions to building a higher-level socialist rule of law country.

In the work report of the Supreme People's Procuratorate, Procurator-General Ying Yong pointed out that in 2025, under the strong leadership of the Party Central Committee with Comrade Xi Jinping at its core, the Supreme People's Procuratorate actively integrated into further deepening reform and advancing the process of Chinese-style modernization, adhered to serving the overall situation, serving the people with justice, and taking responsibility for the rule of law, strengthened procuratorial supervision, handled each case with high quality and efficiency, and continuously advanced the procuratorial practice of Xi Jinping's thought on the rule of law, achieving new results in various procuratorial work. Procuratorial organs nationwide handled 3.467 million cases of various types, with the Supreme People's Procuratorate handling 8,151 cases.

Ying Yong reviewed the work of 2025: implementing the overall national security concept, promoting the construction of a higher-level safe China; fully, accurately, and comprehensively implementing the new development concept, serving high-quality development; adhering to people's livelihood as the priority, legally safeguarding people's rights and interests; strengthening procuratorial supervision, promoting fairness and justice; strengthening the awareness of accepting supervision, ensuring that procuratorial power always operates on the track of the rule of law; taking the Party's political construction as the lead, effectively strengthening the construction of a strong procuratorial team.

Ying Yong pointed out in the report that in 2026, procuratorial organs nationwide should adhere to Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as a guide, deeply study and implement Xi Jinping's thought on the rule of law, pay more attention to the coordination of rule of law with reform, development, and stability, pay more attention to ensuring and promoting social fairness and justice, and fulfill the duties of the national legal supervision organ. Always adhere to the absolute leadership of the Party over procuratorial work, better serve high-quality development and high-level security, deepen and solidify procuratorial work for the people, strengthen procuratorial supervision, enhance public interest litigation, and continuously strengthen the construction of the procuratorial team.

The meeting also reviewed the report on the situation of legal cleanup work and the handling opinions on relevant laws and decisions by the Standing Committee of the National People's Congress.

The meeting should have been attended by 2,878 representatives, with 2,760 present, 118 absent, and the number of attendees met the legal quorum.

The meeting was presided over by Li Hongzhong, the executive chairman and standing chairman of the presidium of the congress.
