On March 29, Shanghai Wusongkou International Cruise Terminal welcomed the first "three cruises docking simultaneously" of 2026 — the first visit to Shanghai Port by the "MSC Splendida," the "Mein Schiff 6" on a global route, and the first domestically built large cruise ship "AIDA Modu" docking at the terminal simultaneously. On that day, nearly ten thousand passengers safely and orderly completed entry and exit procedures.
This "three cruises docking simultaneously" faced multiple challenges such as high navigation density, numerous coordination steps, and special requirements for the first docking ships. Baoshan Maritime Bureau strictly implemented the international cruise "one ship, one policy" plan, intervened in advance, scientifically deployed, and launched a multi-dimensional, full-process escort action.
Baoshan Maritime Bureau organized safety coordination meetings in advance with port, pilotage, cruise companies, tugboat units, etc., to repeatedly simulate and optimize the docking and departure plans, traffic organization plans, and emergency plans for the three ships. According to the "one ship, one policy," they formulated international cruise safety guarantee plans, agreed with the ship parties on safe docking times based on the principle of "avoiding peak docking and departure," and arranged dedicated personnel, stations, and boats to provide safety guarantee services around the clock.
In response to the special nature of the "MSC Splendida" visiting Shanghai Port for the first time, the maritime department obtained dynamic information about the ship, personnel on board, and ship maneuvering characteristics in advance, accurately connected with the navigation plan, and implemented the "five priorities for cruises" service measures to ensure the cruise docks upon arrival and has priority passage.
Relying on the "1234" international cruise supervision service mechanism, Baoshan Maritime Bureau has built an intelligent three-dimensional supervision model of "electronic patrol + maritime patrol boat + drone." The command center uses VTS and CCTV to track the cruise route throughout, sets up "electronic fences" and automatic alarm mechanisms, and provides precise information services and traffic organization. Maritime patrol boats pre-position to strengthen on-site traffic organization during peak flow periods and conduct obstacle clearance and on-site escort in core waters. Meanwhile, drones are used for aerial three-dimensional inspections to monitor the situation in the waters ahead of the terminal in real-time, quickly handling various navigation anomalies, ensuring the achievement of the two 100% goals with comprehensive three-dimensional protection.
With three international cruises docking simultaneously, ship operation declarations and maritime administrative service demands enter a "period of concentrated growth." Baoshan Maritime Bureau has opened a green channel, prepared for early docking, promoted administrative services on board, and provided "assistance and guidance" services to ensure seamless handling of ship procedures, achieving "zero movement" for crew affairs. Law enforcement personnel also conduct on-site inspections and supervision of cruise crew duties, lifesaving and firefighting equipment, and passenger boarding and disembarking channel safety. They closely collaborate with customs, border inspection, and other port units to promote information "one map" mastery and full traceability and control of cruise dynamics.
In response to the current fog-prone season, Baoshan Maritime Bureau relies on precise meteorological services to deploy emergency forces in relevant waters, ensuring readiness to respond to emergencies at any time, fully safeguarding every passenger's safe journey.
