Ningbo Zhoushan Port LNG refueling covers Jintang Port Area.
Recently, at the Jintang Port Area of Ningbo Zhoushan Port, the vessel "HAYOIL 302" began refueling the vessel "CMA CGM Pamir" with approximately 4,000 cubic meters of bonded liquefied natural gas (LNG). This marks the first time that this operation has been extended to the Zhoushan Port Area, following the establishment of routine LNG refueling in the Ningbo Port Area. It signifies the further development of a multi-port LNG refueling network at Ningbo Zhoushan Port and a continuous enhancement in the level of green shipping services.
Since the first LNG pilot refueling operation was launched in the Meishan Port area in June 2023, Ningbo Zhoushan Port has steadily expanded its operational scope and strengthened its service network, extending LNG refueling operations to the Chuanshan Port area by December 2024, achieving full coverage of "ten million container-level" terminals. This June, under the guidance and support of the Zhejiang Maritime Safety Administration, the special review of the LNG refueling and navigation plan for the Da'pukou Container Terminal in the Jintang Port Area of Ningbo Zhoushan Port was successfully completed.

It is worth mentioning that this refueling marks the first implementation of the "Ningbo sourcing and Zhoushan refueling" cross-customs district collaborative operation model by Zhejiang Seaport International Trade Co., Ltd. The LNG source is extracted from Ningbo bonded warehouse, transferred across customs districts to Zhoushan Jintang Port for refueling, fully enabling the entire process of bonded LNG cross-customs district transfer and refueling, and accumulating valuable experience for subsequent regular cross-district operations.
This task was successfully accomplished thanks to multi-party coordinated efforts. The customs department continuously optimized the cross-regional supervision mechanism, streamlined the declaration and approval process, promoted paperless declaration and other facilitation measures, effectively reducing the processing time for bonded LNG cross-regional transfer and write-off procedures. The maritime department, relying on the "CCTV (Closed-Circuit Television Monitoring System) + patrol boats + drones + VTS (Vessel Traffic Service)" integrated water supervision system, implemented dynamic closed-loop management throughout the entire process of LNG transshipment, ship-to-ship bunkering, and vessel navigation. They also collaborated with all parties to develop exclusive operational plans with “a strategy for each region, each ship,” standardizing operational protocols and ensuring the security and stability of bunkering operations. The border inspection department proactively provided services through measures such as "online appointments and instant processing," delivering "zero-wait" clearance facilitation for LNG bunkering vessels and receiving ships.
