The investigating authority finally found that the imported phthalocyanine pigments originating in India were dumped, and the domestic phthalocyanine pigment industry suffered substantial damage, and there was a causal relationship between dumping and material damage. From February 27, China will impose anti-dumping duties on imported phthalocyanine pigments originating in India for a period of five years.

According to the announcement of the Ministry of Commerce, from February 27, 2023, when importing phthalocyanine pigments originating in India, import operators shall pay corresponding anti-dumping duties to the customs of the People's Republic of China. The import value-added tax shall be levied ad valorem at the dutiable price approved by the customs, plus customs duties and anti-dumping duties.

It is worth mentioning that the final determination maintained the preliminary determination. The application for anti-dumping investigation of imported phthalocyanine pigments originating in India was first filed by the China Dye Industry Association on January 18, 2022. On October 31 of the same year, the investigating authority issued a preliminary decision, stating that anti-dumping is not to restrict the import of the investigated products, but to eliminate the damage caused by dumping to the domestic industry and maintain the order of fair competition.
